What is the Learning Cabinet?
The Learning Cabinet is a curated global repository of quality-assessed EdTech solutions, led by UNICEF. It is designed to support governments and partners in identifying tools that are:
- Safe and responsible
- Evidence-informed
- Designed with learners and teachers in mind
- Ready to scale across diverse and low-resource contexts
- Accessible for all
All EdTech solutions that apply for listing are assessed through the EdTech for Good Framework.
Why should I apply for the Learning Cabinet?
The Learning Cabinet provides a range of benefits to listed EdTech providers:
- Independent quality assessment: You will receive a structured, transparent review aligned with internationally recognised principles for safe and effective EdTech — moving beyond marketing claims toward trusted evidence and credibility.
- Actionable feedback at no cost: For those advancing to full application, UNICEF internal and external independent experts in pedagogy, technology, and impact will evaluate your tool and provide feedback, regardless of the outcome.
- Badge of recognition: Upon passing, you will receive a Learning Cabinet listing badge to strengthen your visibility, outreach, and credibility.
- Global visibility: Your solution will be visible to UNICEF teams, governments, donors, and implementing partners working across multiple regions — who actively use the Learning Cabinet when selecting tools, particularly in in low- and middle-income countries.

Who is eligible to apply?
The application is open to EdTech providers whose solutions:
- Support teaching and learning across early childhood, primary, secondary, vocational, or teacher professional development
- Are already live and in active use
- Have evidence showing positive outcomes for teaching and/or learning, appropriate to the product's type and maturity
- Commit to responsible data protection and child-centred design
Solutions can be digital, blended, or offline-first, and may focus on core subjects, foundational skills, inclusion, or system-level support for educators.
What types of tools and solutions are prioritised?
The Learning Cabinet particularly welcomes solutions that support UNICEF's Digital Education Strategy priority areas:
- Empowering Teachers — leveraging frontier technologies to reduce administrative burdens, enhance inclusive teaching practices, and support personalised learning.
- Foundational Literacy and Numeracy — adaptive and localised content that bridges learning gaps and engages communities, especially in low-resource and multilingual settings.
- Inclusive Learning for Children with Disabilities — accessible, adaptive solutions designed for diverse disabilities, offering multisensory and universally designed platforms, and equipping teachers for neurodiverse classrooms.
- Future Competencies and Skills — gender-responsive STEM learning, fostering creativity and critical thinking, and dismantling systemic barriers for girls and marginalised groups.
Are there any types of tools that are NOT eligible?
Standalone tools limited to the following categories may not be eligible:
- Learning Management Systems (LMS) only
- Student Information Systems (SIS) only
- Education Management Information Systems (EMIS) only
- Courses only, or similar standalone content-delivery solutions without an associated learning platform
If you are uncertain whether your tool qualifies, you are encouraged to submit a Quick Assessment and our team will provide guidance.
What level of evidence of impact is required?
Typically, early-stage companies and solutions with little or no evidence of impact are not eligible for the full application. The Learning Cabinet requires a minimum of Level 3 evidence of impact, as defined below:
- Level 1 — No evidence yet: No documented theory of change; no testing related to impact.
- Level 2 — Early internal evidence: Documented theory of change and internal testing.
- Level 3 — Early external indications: Small pilot or expert review with documented outcomes. (Minimum required)
- Level 4 — Independent validation: External evaluation with transparent methods.
- Level 5 — Strong, multi-context evidence: Evidence from multiple contexts or longitudinal studies.
We also consider the overall maturity of the solution, including years of operation and the size of its user base, relative to the type of solution.

Our company has multiple EdTech products. Can we apply for all of them with one application?
Yes, you can apply with multiple tools. However, each solution currently needs to be submitted through a separate Quick Assessment form.
If your organization has several products, we encourage you to prioritize those with the strongest evidence of impact on learning outcomes, the largest active user base, and clear relevance to the Learning Cabinet’s priority thematic areas.
In future updates of the platform, it will be possible to submit and manage multiple tools under a single company account. We will notify applicants when this functionality becomes available
How do I submit my EdTech tool to the Learning Cabinet?
The application process consists of two stages:
- Step 1 — Quick Assessment: Begin by creating an account on the Learning Cabinet platform and completing the Quick Assessment form (approximately 10–20 minutes). This initial assessment determines whether your tool meets the basic eligibility criteria.
- Step 2 — Full Application: If your tool passes the Quick Assessment, you will be invited to complete the Full Application, which covers your product and target users, pedagogical approach and learning goals, evidence of impact and effectiveness, data protection, safeguarding and inclusion practices, and organisational readiness and scalability. You can find the Edtech for Good criteria and the excel version of the application for full application preparation. Please note, final application submission must be done through the platform itself.
- Step 3 — Expert Review: Eligible submissions undergo an expert-led review process aligned with the EdTech for Good Framework. You may be contacted for clarifications during this phase.
- Step 4 — Listing and Next Steps: Successful applications are listed in the Learning Cabinet and may be considered for future country matching and partnership opportunities.
Is there a deadline for applications?
The Learning Cabinet operates on a rolling basis — there is no fixed deadline, and you may submit your application at any time throughout the year.
However, during two priority call windows each year (typically February–March and August–September), applications received within those windows are given priority review based on the specific scope of the call. We recommend applying during these periods if possible.
How long does the application process take?
The overall timeline from Quick Assessment to final listing is typically 2–3 months, broken down as follows:
- Quick Assessment: A decision is usually communicated within 3–5 working days. Some applications may take longer.
- Full Application review: Once submitted, the expert review typically takes 2–3 months. Some applications may take longer.
What happens after I submit the Full Application?
Your Full Application will be reviewed thoroughly by a panel of experts across all pillars of the EdTech for Good Framework. Reviewers assess your tool on pedagogy, technology, safeguarding, inclusion, evidence, and scalability. You may be contacted for clarifications during this phase. Upon successful completion, your tool will be listed in the Learning Cabinet.
What if a question is not relevant to my tool, or I cannot disclose the requested information?
If a question is not applicable to your tool or scope, you may enter "Not Applicable" in the relevant field. If you are unable to disclose certain information due to institutional policy or other constraints, you may enter "Cannot Disclose" or "Not Available" as appropriate. This applies even to mandatory fields.
Which parts of my application will be made public?
Your tool page on the Learning Cabinet will be based primarily on the information provided in your Full Application. However, before your tool goes live, you will have the opportunity to review and approve all content that is published publicly.
Information and documentation shared with us during the review process is used primarily for internal evaluation purposes only. If your application is successful, selected information — including application submission texts and documentation about your company and tool — will be verified and agreed with you prior to any public disclosure.

Can I update my tool page once it is listed?
Yes. You can update your tool page at any time through the Learning Cabinet platform. You are also required to review and confirm the accuracy of your information at least once a year to ensure it remains relevant and up to date.
Can I promote my listing in the Learning Cabinet?
Absolutely. Listed tools receive a Learning Cabinet badge that can be added to your website and marketing materials. We encourage you to showcase your achievement and promote your recognition through the Learning Cabinet.
Please note: You may freely use the Learning Cabinet logo provided to you. However, UNICEF logo and partner logos, SHOULD NEVER BE USED unless agreed in written.
Are there any immediate funding opportunities associated with being listed?
No. However, being listed in the Learning Cabinet provides:
- Access to networks: Listed tools gain priority access to a network of relevant stakeholders, events and programmes across both Learning Cabinet and EdTech for Good Initiative levels.
- Pre-qualification for further programmes: A listing also pre-qualifies you to apply for the UNICEF Blue Unicorn Portfolio — which offers funding and opportunities to pilot your tool UNICEF matched country contexts.
Why did I receive a rejection?
The Learning Cabinet has specific eligibility criteria and thresholds as outlined in EdTech for Good Framework. If your tool does not pass the Quick Assessment, you will receive an opportunity to ask for high level feedback to improve your application. Similarly, if your tool does not pass the Full Application stage, you will receive an email explaining which areas need improvement before reapplying. Common reasons for rejection include insufficient evidence of impact, limited user base or maturity, or a tool type that falls outside the scope of the Learning Cabinet.
Can I reapply after a rejection?
Yes. You may reapply if your tool has significantly improved to meet the maturity threshold, particularly with new or stronger evidence of impact, or if it has evolved to be clearly within the scope of the Learning Cabinet, or you have addressed issues highlighted in the feedback provided with new documentation and/or justification.
During Quick Assessment stage, if you believe the rejection resulted from a minor error or issue on your behalf in the application form, you are also welcome to reapply.
I have not received any communication after submitting my application. What should I do?
Please allow the standard processing times below before following up:
- Quick Assessment: 3–5 working days
- Full Application: 1–2 months from the date of submission
